ZA16-008. LCPA18-002. Location: Citywide. Owner/Applicant: City of Del Mar. Environmental Status: Staff determined the proposed Zone Code. Amendment/Local Coastal Program Amendment is exempt from preparation of an environmental document pursuant to CEQA Guidelines Section 15061(b)(3) because this activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The proposed amendments disclose potential hazards, do not involve any type of expansion of use or development potential, and would not have a significant effect on the environment. Description: The proposed Zone Code Amendment and Local Coastal Program Amendment relates to the City’s coastal resiliency and sea level rise planning work program. It amends both the Land Use Plan (LUP) and Implementation Plan (IP) components of the City’s certified LCP. More specifically, the amendments update the City’s existing LUP hazard policies and the existing Floodway Zone, Coastal Bluff Overlay Zone, and Floodplain Overlay Zone regulations (Del Mar Municipal Code Chapters 30.29, 30.55, and 30.56). The amendments were prepared in response to the City’s Vulnerability and Risk Assessment of local hazards relating to sea level rise, flooding, erosion, and storm surge, and the updated Flood Insurance Rate Map prepared by the Federal Emergency Management Agency (FEMA), which expanded the area of mapped floodplain within Del Mar to include the beach front properties north of 18 th Street to the San Dieguito Lagoon river mouth.
