GPA 24-001 LCPA 24-001/ZA 24001 (CC Zone) LCPA 24-002/ZA 24002 (PF Zone). Project: Implementation of Housing Element Programs 1C and 1H Locations: Central Commercial (CC) Zone and Historic Preservation Overlay Zone and Public Facilities (PF) Zone and Floodplain Overlay Zone. Description: This is a request for a recommendation from the Planning Commission to the City Council on the proposed General Plan, Local Coastal Program (LCP), and Zoning Code amendments to implement Housing Element Programs 1C and 1H in the Central Commercial (CC) and Public Facilities (PF) Zones and associated overlay zones. The amendments will increase the City’s housing capacity by creating sites with sufficient density, allowing 20 dwelling units per acre, to facilitate future development of affordable housing for moderate income and lower income households. The amendments will be subject to introduction and adoption by the City Council at future public hearings. The LCP and Zoning amendments will also require certification by the Coastal Commission for the amendments to take effect.
